Can Black Ink Cover Up All Colors

Can black ink cover up all colors, and can a tattooer tattoo on black ink with any colors after the cover up heals? and does anyone know any tattoo artists on the east coast who would do something like this, regardless of whose work is being covered up? Or should I just go to some guy who will do any tattoo for money? Thanks.

Black will cover anything, but if you go to a skilled tattoo artist, then there are many other possibilities for custom designed coverup tattoos. On the East Coast I would check out Lou Jacque or Nick Baxter in New England. Gabriel Cece is in virginia beach, Jesse Smith is in virginia too, holy moses, there are quite a few folks who can handle complex coverups on the east coast. Where on the east coast?
