cover up

I have two tattoos, that, I don't actually like. The one on my back, is pretty much a joke, it's a very light, outline, of something I don't even want to enchance, I would actually like to cover it. I have a few questions, one... if i can cover it with the design i'm looking for... and then two, i need to know if the design i have imagined in my head... can be drawn out, basically i need an artist, i'm pretty new to the area and I want someone that will listen and is imagative and amazing. Like I said I already have two tattoos, and i don't really like either of them. One was just a bad guy (one on my back) and my tiger, well basically the guy totally didn't have any imagation and didn't listen to me, so now i'm stuck with a beautifully colored and well done nice tiger. well i'd love to show pics of both my "wonderful" pieces of body art and i'm always up for suggestions.
