filling in outline & silversin

This may seem pretty elementary, but its been quite a while since I had a tattoo done, and I've never had one done in two "stages" before. The black outline is completely finished, and I'm to book an appointment for the colour when it's healed. Is it healed enough when the outline still looks shiny, or should I wait until the skin's toughened up a bit and looks normal?
Bud, you should wait until you commit to an apprenticeship and your mentor tells you that you are good to go. Asking this questions make you look like a "scratcher" Definition of scratcher: A scratcher is someone tattooing without the benefit of proper training. Also Known As: butcher, hacker Examples: Scratchers are untrained tattooists that usually teach themselves how to tattoo from books and/or videos instead of through an apprenticeship. They do not properly sterilize their equipment, have little to no knowledge of cross-contamination prevention, and are not licensed. They tattoo illegally and generally do poor quality work.
Not to bash you bro, but you need to hear things they way they are, without vaseline to come up with your own conclusions.
i may be mistakin, but it seems mer is getting a tattoo done, not giving one!!!..
that would be correct. i simply forgot to ask my artist, and he works at a couple different shops so it can be hit-and-miss trying to get a hold of him. i can see how my original post was misconstrued, however. Could someone answer this for me?
and i definitely misspelled "silverskin" .. i've heard it called "milkskin" too.. i meant when it still looks shiny.. is that "healed" enough to book the next step?
Milkskin should be completely gone and when washed you should not be able to feel the tattoo, then its ready.
