What is the deal with using fragrance free lotion on your new tattoo. What harm can fragrance do. Is it possible that is what drew the ink out of mine?

Well, if your artist told you to use fragrance free lotion, and you didn't do what you were told, not only is it possible that the heavier lotion did more harm than good, but the fact that you didn't listen to your artist as well (who knows what else you assumed would be okay, after all, what the heck does the artist know when it comes to aftercare?)
To answer your question, the lotions with a heavier fragrance tend to have properties in them that would be more harmful to a tattoo than good, and they also tend to be a little thicker, blocking the pores of a healing tattoo instead of nourishing the skin properly. The good smelling lotions are to partially moisturize the skin, but mainly to smell good. Not good when trying to heal a tattoo.
Next time, listen to what the artist tells you to do.
