Help identifying an old tattoo

Hello all, I was wondering if anyone can help me with this tattoo, my dad recently passed and I was thinking of a memorial piece. He got an old traditional sailor anchor tattoo back around 50 years ago in San Diego, obviously because of the age and he loved the sun, its tough to tell exactly what the tattoo looked like, as far as details. Anyone want to take a guess, maybe it Can anyone be of any help here? I'm just trying to get some more details of what possibly the tattoo looked like originally to help come up with a design. Thank you.
Bulldog maybe?
Oh wait you said it's an anchor... heh, sorry looked like it might be a bulldoggy. Anyways it's way hard to tell. Have you tried googling sailor jerry flash? Or do you have a better pic?
I'm sorry I don't have a better pic, I've gone through countless old photos. I know it's an anchor, but it looks like something is also there behind the anchor, potentially could be a snake wrapped around it? It also looks like some sort of design along the top, and 3 stars?
I suppose it could be a lifesaver maybe?? I mean as far as things that are associated with anchors it might be something else nautical. So the stars would also make sense. Was he in the navy, marines? It could be a military symbol?
the anchor for sure then maybe 3 star above it? and then possibly a rope around it maybe? being a traditional piece perhaps a banner of some sort on the bottom? the older pieces tend use use banners quite often
