How to report Under Age tatooing?

Hey , i kow of a shop that is willing to tattoo a 15 year old as long as he has fake proof, they don't care as long as its something. Now i wouldn't normally care, but this happens to be a family friend, I tried talking him out of it but no luck and is mother just lets him has his way, plus the shop will do it any way as long as hes got a fake id. and they told them this and they have been caught in the past. So i was wondering how do i go about reporting them, how do i call the local police or the health board?? thax for your input The_Rat

ive had this problem with studios in my area. i work in connecticut and talked to the board of health about it and basically i was told unless the parent of the minor brings in a notarizied letter about the underage work without consent there was nothing that could be done. also i had a friend that worked at a shop and the minor used some one elses id. apparently the person that was tattooed looked a lot like the person in the id. so the person that got tattooed was the one that was arrested for using false id and falsifying their age. board of health requirements vary from town to town in ct but there are state statutes that every shop needs to follow. im not sure how it works in other state as far as evey towns or counties b.o.h. acting under different requirements. i do believe most states have an overall statute that needs to be followed.
