Ind running out, looks bruised, NOT

I have a tat of ivy, and I add ivy every year in honor of my son. This time, the leaves of the ivy look bruised....almost like the ink ran deep under and out of the lines....I was told it was because the artist went too deep. Is that true and what the heck can I do? Thanks....
