Is $400 to much for a custom tribal band?

I looking to get my first tat and its going to be a tribal arm band with my family crest in the center. It will be approximatly 4 inches wide at its widest point. The guy I talked to gave me an estimate of $400 ($100 and hour). Does this sound about right? I looked at his folio and it looks pretty good, but how do you know if they really are good?
Its impossible to tell without seeing you and the design. $100 is not bad and 4 hours doesnt seem too long for a good tattoo. Brad Fink's studio is in St Louis and they are great. I would go there and pay what they ask. Iron Age Tattoo is the studio, let em know we say hello!
here in Austin the going rate is $100- $120 on average for custom work at most shops.Some are a bit less, some a bit more. Chris Trevino has a long waiting list and he's expensive, but then again,you get what you pay for. I guess what I'm sayin' is...$100/hr. seems right to me.
Thanks for the info, I have gotten a few replies and everyone seems to reccomend ironage. Looks like that is where I am going.
