Is this tattoo do-able? Plz advise. How would an artist do it?

I designed this, and really, really want to get it done, but am not sure if it's doable to make it look good. I've got a really good artist, but don't know if the design is just too tough when ink hits skin. I'm worried that the inside, the wave, won't stand out well and won't look like it looks now, rather will just look like a blue area with some white in it. It's VERY important that the wave stands out, has dimension and is very clear and sets apart from the background (above the wave). Also, would he have to do the white parts just by leaving it skin tone? Around those white parts, the crest of the wave, would he have to do black outlines? There is no reason that it couldn't be done. If your artist is compentant enough then you should be able to sit down with him/her and discuss the possibilities. (Remember, skin and paper are two different things.) If you aren't confident in your artist's abilities then you should take some time to research an artist who you believe will be able to give you what you want. (within reason.)
I've seen a lot of his work, and am very confident in his ability to do it. I guess my worry is more on the design than it is the artist. I just really, really want it to look like a break, barreling wave, just as it appears there, and make sure that the wave itself is plainly visible. You're 100% right about paper vs. skin, that's I guess why I'm asking here if on skin it's not too hard to make that wave part appear with the clarity and depth that I want it to. I'm just worried it'll look like a diamond with blue inside and that I'll have to tell people, "see, it's actually a wave." Know what I'm sayin? All my other ink is black, this is the first color and it would require some talent. Thanks a TON for your help and advice!!!!!!!!!!!!!!!!!!
Deadhook...This could be a decent tattoo...not great..decent ...the reason I say this is that with the design you have there is just no contrast...contrast is what makes a tattoo vivid...makes it POP! Now if you are looking for a tattoo that is very subtle and understated and you have a really good artist...I see no problem at all with executing this design to look just as it looks in the pic...and it could be made much more vivid and bright by changing the frame to one with darker hues....yes your artist will need to use white pigment extensively the amount of white determined by your skin tone and how your skin accepts the pigment.
