Ok, heres a fantastic guy in LA that would rock out an elvish tattoo. I doubt he knows elvish, but if you can find some reference, he will draw and create a fantastic custom tattoo. This may just be me. but Elves dont exist nor do they have an actual language. So youre pretty much free to come up with whatever you want. Find a good script artist and let him have some fun with it.
Actually, there are several elvish languages created by Tolkien (quenya, sindarin etc)... There are basically two options in writing names in elvish: phonetically (taking a name in English or any other language and using the phonetic writing that is common to all elvish languages, the Tengwar) or searching for the name's meaning, translating it to one of the elvish languages and writing it using the tengwar.
If anyone wishes any help in writing and translating, I'll be glad to help... By the way, there are word compatible elvish fonts that can be used to write words and names (http://www.arwen-undomiel.com/fonts.html).
If you can't find a tattoo artist who does the script you can visit tengwarscribe.com. It is a website that does Elvish transcriptions for tattoos and other writings. I'm planning on using them for my next tattoo.
