Looking For Tattoo Artist in Cali/Oregon

Hey all. Decided on what I want to do as my first tattoo and now I just need helping finding the right person for the job. What I am looking to get is a storm cloud ranging from my left arm/shoulder area across my shoulders and back to my right arm/shoulder area. Coming off the storm cloud I would like a decent amount of lightning with the largest arch going do about the middle of my back. Looking for a perfectionist here. This will be very detailed so I need the right person. Right now I live in Bakersfield California but within 6 months will be moving to Oregon so either places are acceptable. Thank you! -Jason

Thanks much for your opinions on where I should go. I will defiantly look up everyone who all have listed and see who would be a good fit with me and my time schedule. My choose to head up to Oregon early so might choose someone up there.
