my foot tattoo is raised, hard and itchy

I have a almost 3 year old tattoo on the top of my foot and within the last couple months it's started to become hard and raised around the edges and itches. There have been a few times after a shower the my whole foot becomes inflamed likean allergic reaction but that hasn't been happening anymore. It's all the time/any time that my foot will start itching. It's always hard around the edges now and if I accidentally put a lot of pressure on the top of my foot where my tattoo is (like when I'mbare footed and I kneel down but the tops of my feet are flat to the ground) if something is between my foot and the ground it will hurt my foot more then it normally would.
