Long story short - close friend draws outline of a tattoo (partial skull with flower)... I like it and he puts it on... was working on finishing the rest, adding color and depth... was killed in a car wreck a few weeks after putting on the ink. I would like to have someone 'finish' the design but when I visited a local shop and offered to pay for the time to flesh out the design, he turned me down. I was told that I had 'crap' and that all he would do would be a cover.
Does anyone have any suggestions? I have the initial outline as a .jpeg and that is exactly what is on my arm.
