I know tattoing take both and so does great art. But is talent required for learning to create art? Can anyone given the right teacher and a lot of practice become an artist and produce quality work? (not specifically tattooing but art in general)

YES!
To qualify that ...I have never seen anyone who really wanted to be an artist that could not gain the skills through arduous practice.
Now there are those who are more predisposed to create art but still anyone can learn to create effective art concepts with the proper training and attitude...T
To "qualify" question? My wife has been drawing since drawing since 5 it's her passion.. I on the other hand have drawn some for a long while... don't plan on being an artist, it would take me too long and I'm more talented in other areas... art classes never really seemed to help me.. I personally think it's more a drive and passion that's necessary... I've known individuals that are great with one type of art throught years of practice, but can't do any other very well... I can draw OK(not great by any means) with pencil (I need the eraser)... I don't think talent is enough (tends to create primadonnas), but is paractice? I know my wife enjoys when she gets praise for her work, but she is her own worst critque. I'm just trying to understand what make a great artist not just a decent one... anyone with enough drive and dedication can lay down some flash, but it takes a special person to creat something truely unique and beautiful... talent or drive I'm not sure and are both required or is enough drive and practice good enough?
It's really a matter of drive. Are you willing to be complacent with your current abilities as are or are you willing to push yourself?
Honestly, I think all it takes is drive.. for years, I could barely draw a stick figure.. and recently, I've been trying to rechannel my anger, and heartbreak into art, and I find that I've gotten a lot better at art.. with each piece of done, I've gotten steadily lots and lots better.. personally, I feel is that all it takes drive.. maybe a little hidden talent, but most people have it..
Its all in the head...if you want to do something badly enough you WILL do it no matter what it is.
Precisely.. mind over matter.. I use that when I feel nauseous, lol...
I use it to control hiccups... never had more than one in years..

Actually it is emtophobia... fear of vomiting.
No.. but who likes to throw up? lol, if I can avoid it, I do.. sometimes that mind over matter thing just doens't work.. like when I have the flu.. It's more like, I get motion sick really easily, and I have lower blood sugar, and if I don't get enough to eat during the day, I can get really sick.. I have to be careful of that type 1 diabetis.. predispositioned to it due to my grandpa on my dad's sad.

What is talent but the result of hard work? Lets face it, nobody became a great artist based on talent. Sure some of us get the concepts of what makes a good piece a little faster than others, but the end result is somewhere along the line you had to do the work and put in the time that it takes to complete a great piece of art. It's funny to see people's reaction to my pictures. "wow, you're so talented"...yeah just take a look at what I used to draw a few years ago...not so talented. And even now I don't consider myself talented. I just keep at it as much as I can possibly drive myself.
I like to think of drawing as pretty similar to learning how to play a guitar in some respects. When you start out, your fingers don't know what the fuck to do, but soon you develop that "muscle memory" and eventually the chords and fingerings almost become second nature. Likewise with drawing. Eventually you get better if you just apply yourself. So my take...obviously, is Work over Talent. I agree with the other guys. If you want it bad enough, you'll get it.
