should bad scratchers be reported

there is a bad scratcher around scratching young people he has scared himself bad to where there is puss oozing out of his tattoos he has done on himself and tattooing with those open sores fuckin near made me puke, should he be reported to the health advisory board or no??????

Use your common sense ....You should have reported this even before you turned to your computer. Think of it as saving people from certain doom (bad tattoo/infection) !!!....Do it!!!
