I dont know if this is the 'right' thing to do, im not a tattoo artist. I have a couple that are raised about 1mm or so. Tattooed right over it; bled a lot, but the ink took, and its been there for years now. The color isnt going to exactly match surrounding areas, even with the same ink, so be aware of that.
I would NOT tattoo over a raised mole. Most artists I know including myself will work around them. The best idea,to me, if you have a bunch of them is to have them looked at by a doctor and removed if possible. This will give your artist a nice, flat ,unobstructed area to work on.
I don't want to sound like an alarmist, but, if by chance one of the moles is a cancer, tattooing over it (or cutting or piercing it in any way) presents the possibility of releasing cancerous cells back into the body causing it to spread. Of course, I would guess that this would apply more to those who's families have a history of cancer, but it's probably still a good general rule NOT to tattoo them.
