Has it always been raised? Some people(certain cultures more than others ex. African American) tend to keloid, some people also scar with hypertrophic scars. These types of scarring generally will cause scar tissue to raise above the skin and may be what you're talking about. My suggestion is go back to the tattoo shop and see what your artist has to say, or next time at the Doctors office ask them. There are many other possibilities. Good luck!
FIND OUT WHAT KIND OF INK WAS USED...THERE WAS SOME PRETY BAD STUFF OUT THERE LAST YEAR...I HAVE BEEN OIN THE THROWS OF A BAD REACTION FOR 1 1/2 YEARS ALREADY..YOU NEED TO GET THE INK OUT OF THERE...HAVE THE ARTIST DRY NEEDLE IT AND USE AN OINTMENT THAT WILL DRAW THE INK OUT ...ONCE THE REACTION IS OVER THEN YOU CAN HAVE THE AFFECTED AREA REDONE. THE INK THAT WAS USED ON MY SKIN HAS BEEN RECALLED SINCE THE WORK WAS DONE BUT I STILL THAT BRAND ONLINE MAYBE THEY HAVE REWORKED IT BUT I WOULD NOT TAKE THE CHANCE
