Tattoo scally peeling?

Not to sound stupid but I got a tattoo covered up it took two sessions to complete. It's a triabal piece all in black. Not to get of my normal topic but it is kinda scalely feeling and it is still peeling a little. Is it normal for it to do that after like a month and one week? And what is the best lotion to use?
