the skin around my tattoo is irritated. help?

i got my tattoo a week ago. the artist used new needled everything was done right on his part. its a big tattoo on my thigh. its healing great besides the fact that i have a lot of little red bumps around the top of my top which is on my hip area some bumps inside of my tattoo. some start to look like little pimples but they are not. my skin is not swollen or ozzying anything so i know its not infected. I stopped using the a & d ontiment a couple days ago and i use lotion now. This is my 11th tattoo and i have never had this problem. I am thinking because i have to work and i have to dress up my skin cant breathe with the ontiment on might have caused it but i am not sure. it doesnt hurt. its just bright red bumps. it started a couple days ago and it doesnt seem to get better even after i stopped using the a & d ontiment. any thought on what this could be caused by and what i can do?
