Touch-up for 20-year-old tribal

I have a small tribal tattoo on my inner wrist that's nearly 20 years old. The ink is blurred and faded. Where's a good place in NYC to get a touch-up or redo? I need someone with creative ideas what to do to cover the blurring (not just make it bigger). Thanks.

Sorry, I should have said that anywhere within a couple of hours of NYC is fine too -- CT, NJ, etc. Thanks to everyone for the help -- I have no idea who the great artists are, whether my tattoo can be helped, etc. It's been a long time since I got it!

as far as i am aware there are 3 ways to fix a tribal: completely cover it with a black square cut the flesh off have it removed with a laser best of luck
