no where, well no rebutable shop will do it, wait a year and then go get one. its worth it, the only place that willl tattoo a under age kid are scratchers...
yeah, you should spend the next year researching the perfect artist to do your tattoo. What style tattoo do you want?

gabe made a great suggestion. personally speaking I always took a year to think of what i was going to get done, since i am a composive buyer, lucky not with tattoos thou, i might have been a little harsh saying only scratches tatto underage so i take that back. atleast fine a style you like and a great artist to work on you.. best of luck with what ever you chose

where in the north east are you? i know in new york you need to be 18 or older to get tattooed or pierced. im not sure about mass., new hamshire, vermont, rhode island, or maine.
i know in ct. the state statute allows 16 or 17 year olds to get tattooed with parental permission. im not a big fan of this but in the town i work in we tattoo 16 & 17 year olds only because if we dont they will go to the shop that is half hair salon/ half tattoo shop that tattoos anybody without any id and produces crap. or they go up the street to the shop that requires id but the owner is serving a 20 year sentence for running an extacy ring out of along with various other charges.
so were strict as far as id making sure the parent has state issued id and the minor has state issued id and we get a few 16 or 17 year olds for ink. some some sure and mature in their decisions will others seem like theyre just following the trends. we definately get a lot more 16 or 17 year olds for piercings.
