Who's who in Virginia/DC/MD

I'm looking to get a half to 3/4 sleeve. The basics are a lion wrapped with a snake. Representing my birth month with my birth year. Just wondering which artists might be recommended by this board. Of course, its a long process and I want to find the best artist available but I appreciate the advice from this board. Thanks much. Trap
